Vladimir Putin Sets Up Government Commission Headed by Sergei Sobyanin for Introduction of Information Technologies in Government Agencies

Russian Prime Minister Vladimir Putin has signed a resolution ordering the creation of a government commission for the introduction of information technologies in federal, regional and local executive bodies. Vice-Prime Minister and Government Chief of Staff Sergei Sobyanin was appointed its chairman. Minister of Mass Communications Igor Shchegolev was appointed his deputy. The relevant documents are available on the Russian government's website, PRIME-TASS reports.
The government commission will act as a coordinator harmonizing the work of federal and regional executive bodies “in drafting and implementing state policy regarding the development and use of information technologies in the field of public governance, including the formation of information society and e-government in Russia”.
The commission’s main tasks include determining a unified policy for developing and using information technologies in the field of public governance, devising and implementing measures aimed at expanding the use of information technologies in order to improve the quality and availability of public and municipal services rendered to organizations and the population.
The new body will organize the drafting of concepts, strategies and plans for the development of information technologies, formation of e-government and information society, and will work out proposals and recommendations for determining priority measures and projects aimed at bringing information technologies to government agencies. The commission will coordinate the work of federal, regional and local authorities during the transition to electronic public /municipal/ services and the use of their respective budget funds.
According to the resolution, the commission will meet “as may be necessary, but no less than once every quarter”. “Decisions made by the commission within its jurisdiction are binding on executive bodies, unless Russian legislation stipulates otherwise,” the government resolution says.
